SunElektrica

Scope

In September 2025, SunElektrica Limited expanded its strategic partnership with GIZ Nigeria by joining a specialised team of experts for the German-Nigerian Flare4Value Project. Operating at the critical intersection of environmental mitigation and economic recovery, this ongoing initiative addresses one of Nigeria’s most persistent industrial challenges: gas flaring. Ranking among the world’s top flaring nations, Nigeria routinely flares approximately 5.3 billion cubic meters of gas annually, releasing over 16 million tonnes of CO2e emissions and depriving the local economy of vital energy resources. SunElektrica’s experts were retained to provide comprehensive technical, economic, and policy advisory services to help transform these wasted resources into a bankable national roadmap for gas flaring elimination.

The assignment began with a deep-dive asset analysis. We analysed complex datasets surrounding flare gas volumes, site distributions, and existing midstream infrastructure to map out localised commercial potential. To bridge the gap between technical viability and financial execution, we evaluated a suite of advanced gas capture technologies and end-use applications, including Compressed Natural Gas (CNG), Liquified Natural Gas (LNG), hydrogen, LPG, and localised mini-grids. By pairing these technology assessments with rigorous cost-benefit analyses and specialised investment modelling, we helped define the fiscal parameters needed to attract international green finance and private clean-tech developers to the sector.

A sustainable energy transition requires an enforceable and forward-looking regulatory landscape. The assignment spearheaded critical reviews of domestic regulatory frameworks, including the Petroleum Industry Act (PIA) and the Nigerian Gas Flare Commercialisation Programme (NGFCP), identifying operational bottlenecks and proposing policy mechanisms to enhance compliance. This policy work is vital for safeguarding Nigeria’s future trade position, particularly as the energy sector prepares for incoming global compliance measures like the EU Carbon Border Adjustment Mechanism, and the Methane Regulation slated for 2030.

Bilateral diplomacy and international technology transfers served as a core pillar of the project’s strategy. In October 2025, SunElektrica’s consultants supported high-level stakeholder engagement during an intensive study tour to Germany. This international knowledge exchange brought key Nigerian regulatory bodies, such as the Ministry of Petroleum Resources, NUPRC, NMDPRA, GACN, NOSDRA and other private gas sector players together with German government counterparts and technology OEMs, including a site visit to a flagship Siemens Energy facility in Berlin. We leveraged the insights gained from this tour to organise and facilitate a critical validation workshop in Abuja, aligning multi-agency stakeholders around a unified, actionable implementation strategy.

Through its synthesis of the landmark “Flare to Value” technical whitepaper, we are helping unlock a projected $1.5 billion in annual revenue potential and thousands of clean energy jobs across oil-producing communities. By anchoring technical field solutions to Nigeria’s Nationally Determined Contributions (NDCs) and net-zero commitments, SunElektrica continues to demonstrate that flare gas reduction is not merely an environmental obligation but a cornerstone for national economic growth and climate resilience.
