SunElektrica

Scope

In July 2024, SunElektrica Limited stepped into a pivotal advisory role to steer the strategic design of the Clean Energy Transition (CET) sub-sector for the UK PACT programme in Nigeria. Funded by the British Government through its Foreign, Commonwealth & Development Office (FCDO) and implemented by Palladium Group, this initiative arrived at a critical juncture for Nigeria. As Africa’s largest economy faced a 272% surge in greenhouse gas emissions since 1990 alongside explosive population growth, the nation committed to an ambitious net-zero target for 2060. SunElektrica was brought on board to provide the country-specific technical advisory needed to turn these high-level climate goals into practical, fundable field operations.

The engagement began with a rigorous foundation-building phase designed to map out Nigeria’s complex clean energy landscape. SunElektrica immediately took charge of reviewing FCDO’s legacy pre-work, integrating past insights into the active sector scoping process while spearheading a comprehensive donor-mapping exercise. This mapping ensured that UK PACT’s incoming interventions would perfectly align with existing and future regional programmes, avoiding duplication and maximising systemic synergy. From there, the team built custom stakeholder registries and engagement questionnaires, directly consulting with public policymakers, regulators, and private operators to accurately diagnose the sector’s most pressing technical assistance needs.

Armed with these field insights, SunElektrica translated stakeholder feedback into an extensive longlist of potential project interventions, which they systematically refined into a high-priority, high-impact shortlist. This pipeline development fed directly into SunElektrica’s core objective: the creation of the official CET sector case document and its defining sectoral Theory of Change (ToC). Throughout this process, they provided high-level technical advisory to Palladium and the FCDO, ensuring the clean energy portfolio was seamlessly integrated with complementary sectors such as Climate Policy & Governance and Nature-based Solutions. Operating on an accelerated schedule, SunElektrica progressed from an approved work plan in late July 2024, through intense stakeholder sessions in August and project shortlisting in September, to delivering the final CET Sector Scoping Report in November 2024.

The impact of SunElektrica’s work extended far beyond strategy on a page. The recommendations and frameworks delivered in the sector case document directly empowered the delivery team to launch a formal Call for Proposals (CfPs) and deploy strategic technical experts across the country. SunElektrica’s technical oversight remained integral to the procurement lifecycle; they reviewed the operational Terms of Reference for these launches, evaluated competitive bids, and recommended the specific Implementing Partners (IPs) best equipped to execute the projects. Moving forward, SunElektrica continues to safeguard the quality of these climate interventions by reviewing quarterly field implementation reports, ensuring that Nigeria’s march toward a sustainable, low-carbon economy remains firmly on track.
