In March 2025, as global energy systems accelerated toward decarbonisation, SunElektrica Limited’s consultants were engaged as strategic external resources to shape a new energy paradigm for Nigeria. For a nation historically driven by fossil fuel exports, the international shift away from oil and gas presented profound economic and structural challenges. However, it also revealed a massive opportunity: clean hydrogen and its derivatives could serve as a powerful catalyst for economic diversification, industrial decarbonisation, and the creation of alternative clean energy export value chains. Recognising this potential, the German Federal Foreign Office commissioned the Decarbonisation Diplomacy (H2-diplo) programme implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and tasked it with facilitating high-level geopolitical and socio-economic dialogues. SunElektrica was integrated into the heart of this mission, providing policy and stakeholder advisory services directly to the Interministerial National Hydrogen Policy Committee.
The foundation of an entirely new industrial sector requires deep institutional alignment. SunElektrica’s consultants immediately took charge of coordinating and establishing the National Hydrogen Policy Working Group. Operating at the vital intersection of international development and domestic governance, SunElektrica worked in close coordination with GIZ, the Federal Ministry of Budget and Economic Planning, the Ministry of Petroleum Resources, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), among others, to secure active, cross-sectoral institutional representation.
With this collaborative stakeholder framework in place, SunElektrica spearheaded the complex technical task of policy formulation. Its consultants collated, structured, and authored the baseline Zero-Draft National Hydrogen Policy document. This process required synthesising raw inputs from the peer review committee and anchoring the new strategy within a web of existing literature, including GIZ green hydrogen sector studies, ECOWAS regional policy frameworks, and existing legal frameworks, including the Petroleum Industry Act (PIA), the Electricity Act and the Energy Transition Plan. To transform this technical text into a consensus-driven national strategy, we organised and led three closed review sessions, meticulously aligning diverse ministerial viewpoints and institutional objectives to refine the policy.
Beyond drafting the core regulatory and strategic frameworks, SunElektrica’s consultants were instrumental in driving the broader diplomatic and public scoping efforts of the H2-diplo programme. The firm provided critical content design, agenda formulation, and coordination support for the high-profile 3rd German-Nigerian Symposium on Low-Carbon Hydrogen, an event that brought together international clean-tech pioneers and domestic policymakers to cement bilateral cooperation. Our technical stewardship successfully yielded the formal Draft Nigerian Hydrogen Policy. By delivering a clear regulatory framework and a long-term strategic vision, we helped establish the stable, enabling environment necessary to stimulate the domestic market, attract prospective clean hydrogen investors, and safeguard Nigeria’s economic resilience in a net-zero world.
